Collections Enforcement leaders

  • Lucas Ward, Section Chief

    Lucas Ward | Section Chief

    Ward oversees the Ohio Attorney General’s Collections Enforcement Section. He joined the office in 2004 as an Assistant Attorney General representing dozens of state agencies and public universities in collections and insolvency-related matters, including foreclosures, bankruptcies and receiverships. In 2013, Ward became the Attorney General’s Compliance Officer responsible for securing federal tax information, which involved implementing a compliance program and serving as the primary liaison between the Attorney General and the IRS. The next year, Ward joined Collections Enforcement; he was promoted to Section Chief in 2019. He received his bachelor’s degree in English from Denison University in 2000 and his law degree from The Ohio State University in 2003.

    Bill Cahill | Assistant Section Chief

    Cahill joined the Attorney General’s Collections Enforcement Section as Assistant Section Chief in 2019. He was no stranger to the office, having previously served several stints spanning more than 26 years, including as Collections Enforcement’s Director of Non-Legal Operations and Deputy Director of Office Operations. Cahill has also worked for the Auditor of State and the Ohio Department of Developmental Disabilities. At the former, he managed the Project Management Office and oversaw the deployment of 100 major and minor projects within a four-year period.
