Reporting Mental Incompetency Findings

BCI collaborated with OCN to streamline how mental incompetency findings are reported, in response to changes to the Ohio Administrative Code 109: 5-3-01. 
Now, MI findings are solely reported via the Ohio Court Network (OCN) through the Mental Illness Adjudication Report (MIAR) application.  BCI no longer accepts paper mail-in forms. The updated system has new reports to help you verify Mental Incompetency Records. 
 
Reporting MIAR Data
  • You can access the MIAR application through the OCN Portal Page if you have an OCN Portal account.
  • If you do not have an OCN account, or need to request access to the MIAR application, contact your OCN coordinator.  If you don’t know who that is, contact the OCN Help Desk at ocnhelp@sc.ohio.gov
  • Visit the OCN site for more details about OCN user access, the MIAR access request forms, the OCN portal link, and other helpful information.
The OCN also publishes a user guide, which includes updated MIAR reporting instructions. Approved users can find this resource under the Help menu, after they log in.
 
Validating MIAR Reports

With this new application, agencies can now validate their MIAR data.   Agencies are responsible for ensuring they validate their data monthly.  BCI monitors these monthly reports and may reach out to your agency if there are questions.  Please watch for these important communications, so the data gets reported accurately.
