(NEW PHILADELPHIA, Ohio) -- Ohio Attorney General Mike DeWine is alerting the public about a sex offender who has failed to register his address with authorities as required by law.
Deputies with the Tuscarawas County Sheriff's Office issued a warrant for the arrest of William Guthrie on September 3, 2013. He is wanted on a charge of failure to provide a change of address.
According to public records, Guthrie, a sexually oriented offender, was convicted on two counts of unlawful sexual conduct with a minor in 2006.
Guthrie last registered his address in August 2012 as being on Club Lane in New Philadelphia. He also has multiple tattoos including barbed wire on his face and forehead, a tear drop on his face, a four leaf clover and a spade with dice on his neck, flames on his right leg, a tribal tattoo, face, and tiger on his left arm, and a skull and spider on his right arm.

This news release is part of Attorney General Mike DeWine’s Crimes Against Children Initiative. As part of the Crimes Against Children Initiative, Attorney General DeWine will publicize convicted sex offenders who have victimized children and are wanted on outstanding warrants. Other parts of the initiative include the establishment of a Crimes Against Children Unit at BCI, creation of a rapid response team for crimes against children, and specialized law enforcement training through BCI and the Ohio Peace Officer Training Academy (OPOTA).
