James C. Roberts is a Principal Assistant Attorney General in the Office of the Ohio Attorney General’s Antitrust Section.  Jim has been involved in numerous civil and criminal antitrust investigations and enforcement actions.  On several occasions he has been appointed as special prosecutor on antitrust, white collar crime, and public corruption matters.  He was the lead attorney in Ohio’s rock salt antitrust litigation, State of Ohio v. Cargill Inc. et al., which resulted in an $11.5 million recovery for the State of Ohio.  Jim worked extensively on Ohio’s insurance antitrust litigation, State of Ohio v. AIG Inc., et al., which resulted in over $30 million recovered by the State of Ohio.  Jim was the lead attorney in State of Ohio v. Quattro, Inc., where he prosecuted corporations for rigging bids on public contracts and obtained the first criminal pleas/convictions for violations of Ohio’s state antitrust statute in decades.  Jim was the lead attorney in State of Ohio v. Patrick Kelly, a public corruption investigation and prosecution of the elected Athens County Sheriff, which resulted in a jury verdict finding the public official guilty of 18 felonies, including: theft in office, perjury and racketeering.  Additionally, he has worked on numerous other state enforcement cases and multistate conduct and merger cases.

Jim drafted legislation strengthening and modernizing Ohio’s antitrust statute, which was signed into law in 2017.  He has been involved with the Ohio Attorney General’s Partnership for Competitive Purchasing Program, designed to examine government entity purchasing data for evidence of illegal conduct, since its inception in 2006.  From 2007 to 2009, Jim served on the Ohio Attorney General’s Special Litigation Group where he assisted sections across the office with complex litigation matters and handled special initiatives.  Jim was a member of the Attorney General’s Cross Litigation Training Group and he is also involved with the Ohio Attorney General’s Pro Bono Program.
