The Cincinnati Police Homicide Unit is investigating the murder of Isaac Newbill, black male 23 years old of the West End. At approximately 9:23 p.m. on December 17, 2003, Cincinnati Police were dispatched to the 400 block of Charlotte Street for a report of a man down. Upon arrival, police found Mr. Newbill suffering from a gunshot wound. He was pronounced dead at the scene.
