Jeff joined the Ohio Attorney General’s Office in 1986 and has been a member of the Workers’ Compensation Section, Cleveland Office, since 1993.  He is a Team Leader of four Assistant Attorneys General and 2 Paralegals.  Jeff defends the Bureau of Workers’ Compensation and the Industrial Commission of Ohio, in R.C. 4123.512 court appeals involving injuries, occupational diseases, including claims for asbestosis and silicosis, and death claims.  Jeff also represents the Bureau and the Industrial Commission in federal and state court in cases involving the constitutionality of statutory provisions and actions in declaratory and injunctive relief, including class actions.
 
Jeff is responsible for all aspects of litigation and trial, including discovery and trial depositions of claimants, witnesses and medical experts, extensive motion practice, and the negotiation of settlements. Jeff handles appeals from trial court decisions and has argued cases before the 5th, 7th, 8th, 9th, and 11th District Courts of Appeals.
 
Prior to being in the Workers’ Compensation Section, Jeff was in the Attorney General’s Employment Law and Federal Litigation Sections, representing state agencies and officials in federal and state court, and before the Personnel Board of Review, the Ohio Civil Rights Commission and the State Employee Relations Board.  He began his career with the Attorney General’s Office in its Employment Services Section, representing the Ohio Bureau of Employment Services and the State of Ohio Unemployment Compensation Board of Review in unemployment compensation appeals and other proceedings in state court.
 
Jeff has given presentations before several bar associations.  The presentations include, but are not limited to, workers’ compensation case law updates.
