Sheriff Mincks is a lifelong resident of Washington County and has over forty-five years of law enforcement experience including more than twenty years as a Supervisor. His employment experience includes serving as an Air Force Intelligence Analyst during the Vietnam War, an Ohio State Trooper, a Special Agent and a Supervisory Special Agent with the U.S. Treasury Department, the Coordinator of the Organized Crime Drug Enforcement Task Force, United States Attorney’s Office Wheeling, WV and Chief Deputy of the Washington County Sheriff’s Office and as Sheriff of Washington County since January 2001.

He graduated Magna Cum Laude from Marietta College with a Bachelor’s Degree in Accounting. He is a Certified Fraud Examiner and is trained as a Forensic Accountant. Sheriff Mincks is also a graduate of The Ohio Peace Officer Training Academy, Ohio State Highway Patrol Academy, Federal Law Enforcement Training Center (Distinguished Graduate) and Crypto Analysis Training from the US Air Force.

Sheriff Mincks’ professional affiliations include: The Belpre Historical Society, American Legion Post 64, Marietta Shrine Club, Marietta Chamber of Commerce, Fort Harmar Rifle Club, Frontier Local Economic Development, Chairman Gilman Church Finance Committee, Lowell Masonic Lodge, Muskingum Valley Chamber of Commerce, Belpre Chamber of Commerce, and Southeast Director for the Buckeye State Sheriff’s Association.
