Q. I noticed that you are looking for a partner that is certified with the Kentico CMS, are you only looking for Kentico responses?

The RFP states:

Minimum Qualifications of Applicants:  

  • Ohio based company; State Term Schedule (STS) vendors preferred.
  • Five years’ experience with the System Development Life Cycle (SDLC) related to web site design, development and implementation.
  • Working knowledge and experience with Kentico CMS for ASP.NET.
  • Working knowledge and experience with state of the art graphical web design and front end development for SQL Server 2008.
Q. In Section 3.3 (Proposal Content) , Minimum Qualifications, 1st bullet-point, "Ohio based company, STS vendors preferred". If our company is not HQ'd in Ohio, does this requirement indicate any proposal we submit would not be qualified or marked as non-responsive?

Answer 2 Clarification

Ohio companies holding an Ohio State Term Schedule (STS), are preferred. This does not preclude a non-Ohio company from submitting a response to the RFP.

The RFP is seeking a vendor to perform website design, development, and implementation. There is no incumbent vendor.
 

Q. Just had a question regarding submission due dates. What is the due date and time for all RFPs to be submitted by? Is that what you outlined as your opening date of January 6th?

The Deadline to Submit Proposals is January 6, 2012 by 2:00 PM local time. The Timetable for the RFP may be found on page 3, section 1.3 of the RFP.


Q. Will this be replacing an existing website? Is there any platform or technology requirements?

Can you clarify the following response to the question below:

Q. Will it be on site or off site development? We understand that the requirements will be taken on-site, PM will be on site but can we plan off site for developers and DBAs, Thanks.

A. Thank you for your inquiry.

We are asking that all work including development be conducted on-site.

What I am asking for further clarity on is if this project would require the appointed/winning vendor to have staff/team on-site at the attorney general’s office conducting design, development, etc through the entire process from start to finish or any aspect of the assignment?

A. With little if any exception, we expect the work for all phases of this project to be conducted on-site at Ohio Attorney General facilities.

Q. Is use of Kentico mandatory or is any other CMS acceptable?

The RFP does not have a “mandatory” requirement section. Working knowledge and experience with Kentico CMS for ASP.Net is a minimum Qualification of Applicants.

Q. Will it be sufficient if our STAFF can demonstrate experience with Kentico or should the FIRM/VENDOR show experience?

  1. In this context, who is the applicant, company submitting the proposal or the candidate(s) we submit ?
  2. If it is the candidates, that need to have the minimum experience with Kentico CMS, does each and every candidate submitted (PM, Designer, Developers, DBA etc) need to have the Kentico CMS experience?

A. In this context, the applicant is the company. In addition, at least one candidate of the proposed team needs to have working knowledge and experience with Kentico CMS.

Q. What are the major challenges you are facing with your current website?

Proposals are sought from organizations with an interest and expertise in all aspects of website design, development, and implementations. In particular, the Attorney General seeks organizations with extensive knowledge and experience implementing web sites that employ interactive/rich media, splash page technology, vivid graphics, streaming video, animation, and real-time ticker updates.


Q. In your RFP, you reference that Kentico CMS is mandatory for qualification. Would you consider the experience with other CMS as being acceptable / qualified for this opportunity?

Q. Lastly, the RFP mentions that the contract will be valid from Feb 2012. Would you please share with me when this project is expected to be initiated?

Q. What would be the hours involved for the project?

A. We expect the hours needed to complete the project to be built into your proposal.

Q. Is this a full-time/Part-time position?

The RFP is seeking a vendor to perform website design, development, implementation, and knowledge transfer. Once awarded, we expect the vendor to be on the project full time.


Q. If you are wanting someone on-site during all phases of the project, what would their working schedule be?

Our normal business hours are 8:00 – 5:00, Monday through Friday.


Q. Also on page 7, it mentions we are to include a proposed personnel list to include title, role, and responsibilities.  Are you wanting us to also submit actual resumes of the proposed personnel or just a brief summary of what their role and responsibility would be?

Q. Also, page 9 states that part of the evaluation of the proposal will be based on the credentials of the proposed personnel.  How will AGO verify the credentials of the personnel?  Are we to submit references for the proposed personnel ?

  • Three references (able to be checked) for which the Applicant successfully completed projects of similar size and scope. Each reference must include at least the following:
    a. Organization name
    b. Organization contact person’s email address and telephone number
    c. Organization’s web site URL
    d. Project timeline (requirements through production implementation)
  • Proposed personnel list, to include title along with roles and responsibilities.


Q. How many personnel are we allowed to submit?  Is there a limit?

We do not follow test driven development as a matter of course, but have used it in past.  We are open to its’ use in this effort.
 

Q. Do you have a QA team responsible for testing?

Yes, but the vendor will be involved with the testing as well.
 

Q. What are your documentation requirements?

All work is to be documented with the appropriate documentation (e.g. requirements can be documented in a use case, testing results will be retained such that they can be linked back to the tests performed).
 

Q. Do you require detailed design documents, and/or test and implementation documents?
