Canine Evaluator Training

In order to be certified as an OPOTC canine evaluator you must meet the following criteria per Ohio Administrative Code 109:2-7-04.
1. A minimum of five years’ experience as a fulltime law enforcement officer.
2. A minimum of three years’ experience as a patrol-related and/or special purpose canine handler or trainer within the five year-period immediately prior to the date of application for approval as a canine evaluator.
3. Completion of a patrol-related and/or special purpose canine training program as approved by the executive director.
4. Completion of the core course for evaluators.
5. Completion of an evaluator course for patrol-related and/or special purpose canine evaluators approved by the executive director.

Upon completion of the above requirements application may be made to the Ohio Peace Officer Training Commission for certification.

FBI Active Shooter Executive Law Enforcement Conference

The Cleveland Division of  the Federal Bureau of Investigation will conduct a two-day conference for command level law enforcement personnel to discuss the ever-growing problem of active shooter and mass killing situations.  The conference’s objective is to share best practices and lessons learned from these incidents, and to enhance our coordinated local, state, and federal response to large-scale events.

Presentations during the two-day conference will address pre-event behavioral indicators, complex crime scenes, evidence recovery and preservation, victim assistance (including families and the involved officers), the use of IEDs by active shooters, interacting with national news outlets and the impact of social media, and FBI resources available to assist with incident response, management, and resolution. 

This initial conference session is restricted to Law Enforcement personnel, with the target audience being agency executives. Due to space limitations agencies are requested to limit registration to your top command level representatives that would be responsible for overseeing a response to these events.

FBI-LEOKA Officer Safety Awareness Training (OSAT)

This program provides information on the history and policy relating to the LEOKA (Law Enforcement Officers Killed and Assaulted) Program.

Also provided are in-depth analyses of two studies which were concluded in 1992 and 1997, and resulted in the publications "Killed in the Line of Duty" and "In the Line of Fire." The objectives of these studies were to identify elements in certain situations which led to the ultimate deaths and serious injuries of police officers. Demographic and behavioral descriptors for the victim officers and the offenders were developed and will be presented. The findings and resulting safety training issues will also be presented.

The emphasis of the training session will be focused on the examination of 40 incidents where police officers survived life threatening attacks. It will also offer attendees insight on best protecting their own safety.

Field Training Officer (FTO) Program (Ohio Model)

This course is designed to provide either newly appointed Field Training officers or veteran FTOs wishing to refresh their skills insights into training and evaluation principals needed while working with a probationary officer.  The class emphasizes the FTOs role in assisting new officers in applying the knowledge and skills acquired during basic training.  The course highlights instructional techniques, leadership, ethics, and role modeling to include discussion of adult learning principals. Consistency in evaluation of trainee performance is practiced during realistic scenarios. Group discussions and case study exercises are a focus of student-centered learning during facilitated presentations.  The lesson is adapted from the San Jose Model/California POST Curriculum and presented from an Ohio legal perspective. The latest concepts concerning PTO operations and curriculum will be addressed. Evening class sessions may be scheduled.

Note: Students should come prepared to work hard in a group setting.

High Risk Vehicle Stop Tactics

This one-day class is designed to provide students with a classroom overview of lessons learned from vehicle stop encounters to include High Risk (Felony) Stop scenarios.  This is followed by practical exercises and scenarios crafted to require solid tactics and critical thinking under stress conditions.  Students will act as Officer and Violator in a variety of realistic High Risk Scenarios.

Note: Officers need to bring duty leather gear, BDU style trousers and jacket along with clothing for foul weather possibilities.
All students must bring a current driver’s/operator’s license. It is recommended that students be in good physical condition capable of brief running, crouching and tactical movements. Simunitions and Airsoft type scenarios may be used.

Patrol Drug Operations

This is a two-day course for all patrol officers.  Topics include:  the development of street informants, recognition of high risk zones, search methods (single and double), probable cause and search, search warrants, surveillance methods and directed patrol strategies.

Profile of an Active Shooter

School shooters have and always will be a concern for everyone. This course implements Lt. Dan Marcou’s Five Phases of the Active Shooter and shows how the shooters of Virginia Tech and Columbine all went through each phase giving us valuable insight into the minds of these killers and what to look for in future active shooters. This course is designed to give law enforcement, prosecutors, dispatchers, school teachers and school administrators an idea of the thoughts and actions of active shooters before they commit their crimes.

Public Safety Telecommunicator 1

This five day course addresses the basic function of the public safety telecommunicator. All public Safety services are addressed including law enforcement, fire, EMS, and combined center operations. Specific call guidelines are reviewed. Also addressed is the emerging field to telematics (the use of cellular and satellite technology in the automotive industry). Current employees may receive continuing education credit. New hires can be trained and valuable APCO Institute International Certification may be obtained. This course meets standards for telecommunicator training in several states. Topics include roles and responsibilities, interpersonal communication, technology, stress management, call classification, telephone communication techniques, radio communication techniques, legal suspects, and telematics. This course qualifies for three credit hours towards a degree in public safety communications from APCO Virtual College. This course is compliant with House Bill 361.

Single Officer Response to Active Threat

This course is designed to teach strategies, philosophies, and concepts to enhance the single officer’s response to active threats. More particularly, officers will be introduced to tactics which can be employed to engage the active threat if circumstances demand immediate response to save lives and protect the safety of others, and to wait for additional assistance would increase the life threatening nature of the situation. In short, this training will better prepare the solo officer for responding to an active threat situation, whether it be in an educational institution, an office building, a commercial establishment, or a public function.

Note: Due to nature of the training, attendee’s should bring a packed lunch and water to the training site. There will be insufficient time to allow leaving the training facilities during breaks. This is a one day course that is repeated at the multi-session sites. Students should only register for one session.

*Due to the limited openings for this free training and its costs, registrants who fail to show without adhering to OPOTA cancellation policy will be assessed a $50 charge.

The Supervisor's Role During and After Pursuits

This one-day course assists supervisors or officers-in-charge who find themselves “supervising” a pursuit incident. A comprehensive approach to a pursuit situation is presented and includes pursuit policy, training, supervision and accountability. Guidelines on how to develop or review and modify pursuit policy, establish procedures to control and terminate a pursuit, secure and control the scene, and after-action critiques are provided. Other topics include crossing the jurisdictional line, multi-jurisdictional pursuits and Ohio laws regarding pursuits. Case studies of actual pursuits are discussed. 

Note: Students are required to bring a copy of their agency pursuit policy.
