Construction Litigation Group Attorneys

Craig D. Barclay recently joined the CLG after more than 35 years of litigation experience in the private sector. Craig spent 17 years in the defense practice with Porter Wright before leaving to spend the balance of his private practice career representing plaintiffs. He holds his bachelor’s and law degrees from The Ohio State University and is an Advocate of the American Board of Trial Advocates.

David A. Beals was in the U.S. Navy from 1960 to 1966, received his B.A. from George Washington University in 1971, his M.A. from Ohio University in 1972, taught Political Science and served on the Athens, Ohio, City Council from 1974 through 1984. He received his J.D. from Capital University in 1987 and was a litigation partner at Lamkin, Van Eman, Trimble, Beals & Dougherty from 1989 through 2010, when he joined the CLG in the Attorney General’s Office.

William C. Becker brings more than 30 years of litigation experience to the CLG. Bill started in the Attorney General’s Office in 1981, went into private practice for 10 years and returned to the Attorney General’s Office in 1994. He has tried a number of construction cases since that time. Bill received his bachelor’s degree from the University of Michigan and his J.D. from the University of Dayton.

Jeffrey L. Maloon brings more than 25 years of litigation experience to the CLG. He clerked for Ohio Supreme Court Justice Robert E. Holmes. Jeff is a graduate of Ball State University and received his J.D. from Capital University Law School, where he has also taught.

James E. Rook has more than 15 years of litigation experience. Most recently, Jim worked for the Columbus City Schools on its Capital Improvements Project. Jim received his bachelor’s degree, M.B.A. and J.D. from the Ohio State University.

Richard J. Silk comes to us following more than ten years in private practice, concentrating on construction, labor & employment, regulatory, and insurance-related litigation. He is a graduate of The Ohio State University’s Moritz College of Law, where he served as Editor of Articles & Symposium for the Ohio State Journal on Dispute Resolution. Rick also holds a Master’s Degree in Evolution, Ecology & Organismal Biology; has authored works in both legal and scientific publications; and is included in the Rock N Roll Hall of Fame for his time spent as a songwriter and guitarist on Geffen Records.

Matthew L. Westerman attended Capital University School of Law (J.D. December 1996). He was admitted to the Ohio bar in May of 1997. Following admission to the bar, Matt worked in private practice with a small civil litigation firm. From there he joined the Attorney General’s Office in the Business and Government Regulation Section practicing administrative law on behalf of a wide variety of state clients including the State Fire Marshall and the Ohio Racing Commission. Following the AG’s office, he joined the Ohio Department of Administrative Services where he practiced primarily as in-house counsel in the areas of construction law and procurement law. After working for DAS, Matt returned to private practice, focusing on civil litigation and then contract work on discovery-related issues. Matt has over nine years of experience practicing law for state entities including over six years in the area of construction law. When Matt is not in the office, he can be found coaching the sports teams of his three children.

Mark R. Wilson brings more than 25 years of litigation experience to the CLG. Prior to joining the CLG, he was a partner in a civil litigation law firm. Mark received his bachelor’s degree with honors from Wright State University and his J.D. from The Ohio State University College of Law.
